During the brief occasional shots of the satellite you can hear Morse code. The code translates as CQ, which is amateur radio speak for 'is anybody there?' - hardly spy stuff.
Just a quick note - obvious to many, but a lot of people I know missed him. Note the techie who gets hit by a car after being chased for a while - he's Jason Lee, of Mallrats, Chasing Amy, and Dogma fame. I know, I know, it's obvious, but a few people I know didn't notice until I mentioned it.
The cat that Gene Hackman has is the same cat that was in Men in Black, and similarly, the cat is put into a bag in this film just like in MIB.
